Definition of Exchange Agreement (twinning agreements)

It is the agreement explicitly reaching concurrence between Gyeongsang National University (GNU) and other universities (or institutions) for the purpose of building joint cooperative relations and of carrying out various types of exchange businesses and joint research activities which involves establishing basic principles and cooperation plans primarily for the exchange of university personnel, students, academic material, and conducting joint research.

Title of the Exchange Agreement (Agreement on Sister Relationship)

Various titles are used to express the agreement, such as the academic exchange agreement (convention, arrangement, protocol, memorandum), the agreement on sister relationship (convention, arrangement, protocol, memorandum), but these are deemed the same agreement with the same effect provided that they contain the details of the agreement between the universities (institutions).

Forms of the Agreement

  • Basic Agreement
    It is the agreement reached in the earliest stage of the conclusion of the exchange agreement, which specifies basic details such as the purpose of signing the agreement between the two universities (or institutions) and general guidelines about exchange principles. To implement specific exchange programs, related provisions are inserted into the agreement that requires those programs to be executed according to an adjunctive agreement separately signed or through mutual discussion.
  • Detailed Agreement
    It is the exchange agreement specifying the details of implementation and methods of fulfillment of the content of the basic agreement (student exchange, joint research, etc.), which actual joint programs and exchanges are implemented accordingly.
  • Combined Agreement
    It is the type of agreement that combines a basic and detailed agreement containing general exchange principles and detailed content to be implemented, which actual joint programs and exchanges are implemented accordingly without an adjunctive agreement or mutual discussion.

Basis of Agreement Conclusion

GNU has “Guidelines for Concluding and Implementing International Exchange Agreements” as a basis of concluding the agreement.

Authorized Person to Conclude the Agreement

Under the「GNU Guidelines for Concluding and Implementing International Exchange Agreements」, the president or the person delegated to act on his behalf as for the university headquarters, and the head of the Graduate School, College, Division (Department), affiliated institution, and research institute as for a unit institution can also sign the agreement.

Process to Conclude the Agreement

In general, an agreement becomes effective when persons authorized to sign the agreement from both universities [institutions] put their signatures on the agreement. As a rule, the agreement is concluded in such a manner that [1] the authorized person from the other university [institution] is invited to sign the agreement, or [2] GNU’s authorized person visits the other university [institution] to sign it, or [3] the agreement signed by each authorized person is mutually exchanged by mail.

Directions for Concluding the Agreement

The institution wishing to proceed with the conclusion of the agreement with the other university [institution] shall conduct a full review prior to signing the agreement to ensure that the content of the agreement does not contravene any school rules and regulations of either GNU or its counterpart, or the relevant laws of the country.
